     Lowell Zane Bell, age 82, Waite Park, MN, died Thursday, July 8, 2010 at his home.
     Funeral services will be Wednesday, July 14, 2010 at 7:00 PM at the Benson Funeral Home Chapel, St. Cloud, MN. Visitation will be from 4:00 to 7:00 PM Wednesday at the funeral home. Burial will be in St. Michael Cemetery, Sioux Falls, SD.
     Lowell was born January 4, 1928 in Sioux Falls, SD to John L. and Anna M. (Johnson) Bell. Lowell married Joyce Blankenbaker on October 28, 1961 in Pierre, SD.
     He graduated from Cathedral High School in Sioux Falls, SD. Immediately after graduation Lowell entered the United States Navy, serving for a short period of time during World War II and subsequently in the postwar occupation of Japan. He earned Bachelor’s and Master’s Degrees from South Dakota State College and an Education Specialist Degree from St. Cloud State University. Lowell earned additional graduate credits at the University of Colorado, University of South Dakota and University of Minnesota, Minneapolis.
     Lowell started his career in education teaching a variety of courses and coaching athletics at Murdo and Chamberlain South Dakota Public Schools. He served as Director of Guidance and Special Education for the State Department of Public Instruction of South Dakota and as the Director of Pupil Personnel Services for the Sioux Falls Public Schools. In 1970, Lowell became the first Personnel Director for the St. Cloud Public Schools, retiring in 1993 as Assistant Superintendent of Personnel.
     Lowell belonged to a number of professional and civic organizations during his life. He enjoyed biking, golfing, working around the house and spending time with family. A life long hoops fanatic, Lowell played basketball weekly, with friends, well into his 70’s.
     Survivors include Joyce Bell of St. Cloud, MN; son and daughter, James (Elizabeth) Bell of St. Cloud, MN; Anne Bell of St. Cloud, MN; brothers, John (Margaret) Bell of Virginia; Wayne Bell, Don (Catherine) Bell, and Bruce Bell all of California; and sister-in-law, Sandy Newman of St. Cloud, MN.
     He was preceded in death by his parents and sister, JoAnne.
