     Elwood “Woody” Robert Bissett, age 84, St. Cloud, MN died peacefully Saturday, October 6, 2012 at the St. Cloud Hospital, St. Cloud, MN.
     Funeral services will be Thursday, October 11, 2012 at 10:30 AM at Holy Cross Lutheran Church, St. Cloud, MN. Pastor Paul Dare will officiate. Visitation will be Wednesday, October 10, 2012 from 4:00 to 8:00 PM at Holy Cross Lutheran Church, St. Cloud, MN and one hour prior to the service at the church on Thursday. Burial with full military honors will be in the Minnesota State Veterans Cemetery, Little Falls, MN. Funeral arrangements by Benson Funeral Home, St. Cloud, MN.
     Woody was born June 29, 1928 in Lyman, SD to Charles and Christine (Hove) Bissett. Woody’s family returned to St. Cloud in 1935. He attended public school in St. Cloud and is a graduate of Technical High School, receiving his G.E.D. in 1950. Woody joined the U.S. Navy in 1945, serving on three different naval ships. His last duty assignment was during the occupation, Tokyo, Japan, returning to San Francisco for his discharge in May 1949. Woody joined the St. Cloud Police Department on January 1, 1950. On May 20, 1950, Woody married Lorraine Frasier of Osakis, MN at Zion Lutheran Church in Sauk Centre, MN. He was called back to service during the Korean Conflict from 1951 to 1953, serving in Pearl Harbor and then returned to the St. Cloud Police Department. Woody received promotions to Lt. (1957), Captain (1966), Assistant Chief (1975) and promoted to Chief of Police on January 1, 1976 by Mayor Al Loehr. He attended a number of specialized Police Schools through out his career. Woody was a graduate of the F.B.I. National Academy, 99th Session, 1974. He retired in June 1986 as Chief of Police from the St. Cloud Police Department. Woody was elected to the St. Cloud City Council in November 1989 and served until November 7, 2005 (4 consecutive terms).
     Woody was a member of Holy Cross Lutheran Church, Life Member of Minnesota Chiefs of Police Association, member of Waite Park American Legion Post #428, and Life Member of St. Cloud VFW Post #428. He was inducted into the Tech High School Hall of Fame in 2001. Woody enjoyed most sports as a participant in his younger years (bowling and playing golf); as a spectator in the latter years.
     Woody lived the last two years of his life at The Legends in Sartell and most recently at Country Manor in Sartell, MN
     He is survived by children: Michael (Sabrina) Bissett of St. Cloud, MN; Lori (Dale) Schleppenbach of
    St. Joseph, MN; Todd (Kathy) Bissett of St. Joseph, MN; and 12 grandchildren, Emily, Brianna, Sarah, Hayley, Eric, Danny, Jonathan, Dayna, Ivan Karl, Brandon, Noah and Morgan.
     He was preceded in death by his parents, wife, Lorraine on July 21, 2003, son, Timothy on February 20, 2010, brothers, Donald and Harry, and sisters, Marion and Margaret.
     Pallbearers will be Woody’s grandchildren.
